WN and PL flanges

At the construction site, during the pressure testing, it was discovered that the flange at the pump outlet butterfly valve was leaking. Upon closer inspection, it was found that PL flanges were being used. For the flanges of this specification in this project, the design documents and procurement documents specify WN flanges; where did these PL flanges come from? There are cracks on the flange; it must be a defective product. Could it be that scammers mixed in defective items when shipping them?
It’s very likely that substandard products are being passed off as good ones, or that the factory happens to have PL units with the right pressure levels that can be matched together, and so those are used instead

No one inspected the supplies when they arrived at the site? These two types of flanges differ greatly; it’s possible to tell the difference with a little attention during inspection
