All relevant departments must use these access conditions as a basis for soda ash project investment management, land supply, environmental assessment, energy conservation assessment, credit financing, power supply, etc. Attachment: Soda ash industry access conditions The soda ash industry access conditions on May 1, 2010 are to standardize the development of the soda ash industry, prevent duplication of construction, and improve the comprehensive competitiveness of the industry. According to * * Relevant laws, regulations and industrial policies have formulated the conditions for entry into the soda ash industry in accordance with the sustainable development principles of "optimizing layout, controlling total volume, adjusting structure, saving energy, protecting the environment, and producing safely". 1. Layout of production enterprises (1) Newly built and expanded soda ash production enterprises should be located close to the location of industrial salt, limestone, energy, and natural alkali resources, and must comply with the industrial master plan and soda ash industry development plan of each province, autonomous region, and municipality directly under the Central Government. * * and all levels * * Developed land use master plan, environmental protection plan or pollution prevention and control plan. (2) In and within ecological protection zones, scenic tourist areas, nature reserves, cultural heritage protection areas, and drinking water source protection areas established in accordance with the law. * * No new soda ash production enterprises are allowed within the environmental protection and safety protection distances stipulated by the local government; soda ash production enterprises that have been put into operation in the above areas should gradually exit through relocation, conversion, etc. in accordance with the regional planning requirements. (3) Central, eastern and southwestern regions will no longer approve new or expanded ammonia-alkali projects. No more approval will be given to new or expanded joint-alkali projects that are not close to energy production areas, do not have self-sufficient salt farms that can ensure complete self-sufficiency of raw salt, are not close to soda ash and ammonium chloride markets, and have inconvenient transportation. (4) The northwest region will no longer approve new or expanded joint alkali projects. No longer will approval be given to new or expanded ammonia-alkali projects that are not close to energy, raw materials, or water sources, do not have seepage-proof and leak-proof slag yard foundations, and do not fully realize the comprehensive utilization of alkali slag. 2. Scale and technical equipment (1) Newly built and expanded soda ash projects should meet the following scale requirements: the design capacity of an ammonia-alkali plant shall not be less than 1.2 million tons/year, of which the design capacity of heavy soda ash shall not be less than 80%. The design capacity of the joint soda ash plant shall not be less than 600,000 tons/year, of which the design capacity of heavy soda ash shall not be less than 60%, and all must be produced as dry ammonium chloride. The design capacity of the trona plant shall not be less than 400,000 tons/year, of which the design capacity of heavy soda ash shall not be less than 80%. (2) For new and expanded soda ash projects, advanced process technology should be actively adopted and energy-saving and environmentally friendly equipment should be selected. Main sections and equipment parameters should be tested online and DCS control systems should be adopted. 3. Energy conservation and consumption reduction New and expanded soda ash projects should meet the following energy consumption and consumption requirements: (1) Ammonia-alkali method: The comprehensive energy consumption of light soda ash is less than or equal to 370 kg of standard coal/ton of alkali, the ammonia consumption is less than or equal to 3.5 kg/ton of alkali, and the salt consumption is less than or equal to 1500 kg/ton of alkali (excluding seawater salt). (2) Combined alkali method: the comprehensive energy consumption of two tons is less than or equal to 245 kg of standard coal, the ammonia consumption is less than or equal to 340 kg/ton of alkali, and the salt consumption is less than or equal to 1150 kg/ton of alkali. (3) Trona method: the comprehensive energy consumption is less than or equal to 550 kg of standard coal/ton of alkali. Existing soda ash production enterprises should meet the above requirements before the end of 2015. 4. Environmental Protection (1) Newly built and expanded soda ash projects should simultaneously build complete environmental protection facilities, and the waste residue discharge should meet the requirements of (GB18599-2001), the waste liquid discharge should meet the requirements of (GB8978-1996), and the waste gas discharge should meet the requirements of (GB16297-1996). The comprehensive utilization rate of alkali residues in newly built and expanded ammonia-alkali soda ash production enterprises should reach more than 20%. (3) For newly built and expanded soda ash projects, the water recycling rate should reach more than 95%. (4) Newly built or expanded soda ash projects that have their own power plants should have complete desulfurization devices and meet the * * Standard (GB13223-2003) requirements. Existing soda ash production enterprises should meet the above requirements before the end of 2015. 5. Product Quality For newly built or expanded ammonia-alkali devices, the quality of soda ash should reach * * The rate of Class II excellent products according to the standard (GB210.2-2004) is 100%. For newly built or expanded joint alkali devices, the quality of soda ash should reach * * According to the standard (GB210.2-2004), the rate of first-class products in category II is 100%, and the rate of excellent products is over 85%. For newly built or expanded trona plants, the quality of soda ash should reach * * According to the standard (GB210.2-2004), the rate of Class II first-class products is 100%, and the rate of excellent products is over 85%. Existing soda ash production enterprises should meet the above requirements before the end of 2015. 6. Supervision and Management (1) The investment management, land supply, environmental assessment, energy conservation assessment, credit financing, power supply, etc. of new and expanded soda ash projects shall be based on these access conditions. (2) Before a newly built or expanded soda ash project is completed and put into production, an inspection team shall be organized by the competent industrial department at or above the provincial level to conduct supervision and inspection in accordance with the requirements of Articles 1 and 2 of these access conditions. If the inspection does not meet the requirements of the access conditions, the relevant construction content that does not meet the requirements of the access conditions shall be completed within a time limit. Trial production can only be started after the inspection team verifies that the access conditions are met. (3) Six months after the new or expanded soda ash project is put into operation, the inspection team shall conduct supervision and inspection in accordance with the requirements of Articles 3, 4 and 5 of these access conditions. If the access conditions are not met, rectification shall be required within a time limit. Production can only be restarted after the inspection team verifies that the access conditions are met. (4) Existing soda ash production enterprises should conduct self-examination according to the requirements of Articles 3, 4 and 5 of these access conditions. Enterprises that fail to meet the above conditions should take effective measures such as process adjustment and technological transformation to improve production levels to ensure that the requirements of the access conditions are met as soon as possible. The industrial authorities and environmental protection departments should urge enterprises to make rectifications. Enterprises that still fail to meet the access conditions before the end of 2015 should stop production or change production. 7. Supplementary Provisions (1) These access conditions apply to existing, newly built, and expanded soda ash enterprises of all types of ownership within the customs territory of the People's Republic of China. (2) Those involved in these access conditions * * If standards and industry standards are revised, the revised new standards will apply. (3) These access conditions will be implemented from June 1, 2010, and will be revised in a timely manner based on macroeconomic control and industry development.
