Chlorine bleach was accidentally added to the acid waste tank; how can the white foam be removed?

A layer of white foam has formed in the waste sulfuric acid tank, and it’s impossible to remove it completely; it seems that bleach was accidentally mixed in. How can this be removed?
Are there any photos? Also, how can one tell if it’s bleach?
The barrel used to hold waste acid previously contained sodium hypochlorite; the tank normally had no foam, but ever since this barrel of liquid was added, foam has been present continuously. Our waste acid can be fed into incinerators for reprocessing, but excessive foam affects subsequent control processes, such as flow rate and control valves, and it also changes the density, making it difficult to maintain control.
When sodium enters the waste acid, it can easily cause blockages in the incinerators and waste tanks, which is not a good sign at all.
