It is becoming increasingly difficult to obtain a permit for handling hazardous chemicals. This year alone, several accidents have occurred across the country. To ensure the safety of people’s property, the approval process for such permits is becoming more and more stringent. The application process for a hazardous chemicals business license also differs depending on whether storage is involved or not. Things related to warehousing are definitely more difficult to handle than those that don’t involve warehousing, as the risks associated with warehousing are higher. As far as the editor knows, it is currently quite difficult across the country to obtain a license for handling hazardous chemicals in storage. I. What is a hazardous chemicals license: A hazardous chemicals business license is required by companies engaged in the trade of chemical products or other businesses that handle hazardous chemicals. Before starting operations, such companies must submit to the safety supervision agency information regarding the types or categories of hazardous chemicals they intend to handle, and obtain the corresponding license. For hazardous chemicals operated that are listed in the hazardous chemicals catalog, a hazardous chemicals permit is required. II. Requirements for obtaining a license to handle hazardous chemicals: 1. The premises, facilities, and buildings used for operation and storage must comply with standards such as the \"Code for Fire Protection Design of Buildings,\" the \"Safety Regulations for Explosive Hazardous Areas,\" and the \"Rules for Fire Safety Management in Warehouses.\" The buildings must also pass inspection by the public security fire department ； The business premises meet the relevant regulations set by the industrial and commercial authorities regarding business locations ； 2. The operating conditions and storage conditions comply with the provisions of the \"Requirements and Technical Specifications for the Opening of Hazardous Chemicals Business Enterprises\" and the \"General Rules for the Storage of Common Hazardous Chemicals\" ； 3. The principal persons in charge, supervisors, safety production managers, and operational staff of the unit must undergo professional training and pass assessments to obtain the qualifications required to take up their positions ； 4. It has sound operational management systems and safety production management systems ； 5. There is an emergency rescue plan for accidents specific to this unit. If a business entity leases a premises for operations or storage, it shall jointly develop an emergency rescue plan for accidents with the owner of such premises ； 6. Other specified conditions. III. Materials required to obtain a hazardous chemicals permit: 1. “Application Form for Hazardous Chemicals Business License” ； 2. Copy of the business license or notice of approval of the business name (copy) ； 3. Proof of ownership or lease for the business premises (storage facility) (copy); if no storage facility is available and none is rented for wholesale operations, a statement confirming that the company has no such facility nor leases one should be provided ； 4. Appointment documents for the main persons in charge of the enterprise and safety management personnel, as well as their safety qualification certificates; copies of the special operation permits for workers engaged in special tasks (such as those responsible for storing hazardous chemicals), along with a list thereof ； 5. Safety management systems (at least including: management system for personal protective equipment, safety education and training system, management system for the purchase and sale of hazardous chemicals, safety inspection and hazard rectification system, accident reporting and handling system, safety production reward and punishment system) and catalog list ； 6. Copy of the safety production responsibility agreement signed with the local township (sub-district)** ； 7. Emergency rescue plan for accidents ； 8. Safety assessment report ； 9. Other required materials.
