What determines the burial depth of underground oil tanks?

Dear experts: I’m facing a problem in my current design: I don’t know how to determine the burial depth of the underground oil storage tanks in the tank farm (i.e., the thickness of soil covering the tank tops) I hope to get everyone's help! Thank you!
I think we should refer to the thickness of permafrost during the cold seasons in the area.
It’s not buried directly; instead, a concrete pit is created and then filled with sand

Refer to GB 50074-2014 Code for Design of Oil Depots: For horizontal oil tanks covered with soil, the thickness of the soil cover shall be not less than 0.5 meters. Refer to relevant design codes for gas stations and similar facilities for corresponding measures
