The expansion project at Ningbo Zhenhai Refining & Chemical Co., Ltd., which is part of Sinopec Group Corporation, to increase refining capacity by 15 million tons per year and ethylene production by 1.2 million tons per year, is progressing smoothly. The ignition and heating up of the ethylene cracker was successful on the first attempt, and the commissioning of various units is advancing in an orderly manner. There is full confidence in achieving the goal of starting up these units for trial operations by the end of the year! Zhenhai Refining & Chemical Co., Ltd., a subsidiary of Sinopec Corporation (referred to as Zhenhai Refining & Chemical), was originally established as Zhejiang Oil Refinery in 1975, and was transferred to the former Sinopec Corporation in 1983. Zhenhai Refining & Chemical is Sinopec’s largest crude oil processing facility and refined oil export base. Since 2010, it has ranked first among Sinopec’s subsidiaries in terms of profits for 10 consecutive years, and has established a industrial structure characterized by large-scale oil refining, ethylene production, port operations, and warehousing. Zhenhai Refining & Chemical currently has a refining capacity of 23 million tons per year and an ethylene production capacity of 1 million tons per year. Since the beginning of this year, Zhenhai Refining & Chemical’s project to expand its refining capacity by 15 million tons per year and its ethylene production capacity by 1.2 million tons per year has been advanced with all efforts, in accordance with the unified directives of the group company’s Party leadership team and board of directors, focusing on epidemic prevention and control as well as safety and environmental protection. While ensuring the proper implementation of the HSE management system, efforts should be intensified in the organization and planning of commissioning activities, with full commitment to completing all tasks related to project finalization, equipment testing, and trial operation. Adhere to the principle of \"accelerating efforts when conditions permit, and creating such conditions when they don’t,\" and bring forth a fighting spirit of \"striving until one can do no more, and pushing hard until one is moved by one’s own efforts,\" in order to achieve a complete victory by hitting the target of 12.30. Upon completion of the expansion project at Zhenhai Refining & Chemical, which will add 15 million tons per year of refining capacity and 1.2 million tons per year of ethylene production capacity, the total refining capacity will reach 38 million tons per year and the ethylene production capacity will be 2.2 million tons per year. Zhenhai Refining & Chemical will thus become the largest integrated refining and chemical complex in China once all the expansions are completed. The Zhenhai base represents an expansion built upon the existing production capacity of Zhenhai Refining & Chemical Co., and it enables the intensive development of downstream industries such as advanced petrochemical processing, new materials, and fine chemicals. It will continue to help China’s petrochemical industry move up the global value chain to higher levels. The Zhenhai Refining & Chemicals expansion project, which aims to build a \"world-class, high-tech, integrated\" green petrochemical complex with a capacity of 15 million tons per year for oil refining and 1.2 million tons per year for ethylene production, has seen the participation of six design firms, including Sinopec Engineering Construction Co., Ltd. (SEI), Sinopec Group Shanghai Engineering Co., Ltd. (SSEC), Sinopec Ningbo Engineering Co., Ltd. (SNEC), and Sinopec Luoyang Engineering Co., Ltd. (LPEC). As a result, the cracking gas compressors, propylene compressors, ethylene compressors, and distributed control systems in the ethylene plant have been fully domestically produced. Once the expansion project at Zhenhai Refining & Chemical, which involves an increase in oil refining capacity to 15 million tons per year and ethylene production capacity to 1.2 million tons per year, is completed, the company’s ethylene production capacity will reach a new higher level. This will enable the development of industrial chains and clusters, further promoting the high-quality growth of industries downstream from refining and chemical processing. Over the past 40-plus years since its establishment, from a small refining plant with a processing capacity of 2.5 million tons per year to China’s largest integrated refining and chemical enterprise, Zhenhai Refining & Chemical has always pursued coordinated development through both expansion and internal optimization, steadily moving toward the goal set by the Party Leadership Group of Sinopec: to turn Zhenhai Refining & Chemical into a world-class model enterprise in the field of integrated refining and chemicals. On the afternoon of October 29, with the successful single-unit test run of the turbine used to drive the propylene compressors at the project site, Sinopec’s Zhenhai facility demonstrated its \"Zhenhai speed\" – the three turbines in the plant capable of producing 1.2 million tons of ethylene each achieved a successful first start-up attempt. The turbines for the “Ethylene Three Machines” project were all independently developed, designed, and manufactured by Hangzhou Turbine.
