Before starting up or shutting down operations, the enterprise must conduct risk identification and analysis, develop plans for starting up and shutting down, prepare safety measures and checklists for the relevant procedures. After these plans are approved by the production and safety management departments, they must be strictly implemented, and the relevant documents must be archived for future reference.
