At around 7 p.m. on September 9, 2025, a toluene leakage accident occurred in Workshop No. 2 of JH Fine Chemicals Company in Liaoyang, Liaoning Province, located at No. 100, Wansheng Third Street, Aromatic Hydrocarbons Industrial Park, Hongwei District. The accident occurred during sampling of the hydrogenation reactor in the workshop; the operator opened the sampling valve to an excessive degree, resulting in a rapid release of large amounts of toluene. The harmful gases generated by the evaporation of toluene spread rapidly throughout the workshop; workers on site experienced symptoms of poisoning after inhaling these gases, and some of them also suffered from irritation caused by the volatile gases, resulting in burns to their respiratory tract and eyes. The accident resulted in 6 injuries, and all the victims were promptly taken to a nearby hospital for treatment. Currently, all the injured patients have stable vital signs and are receiving further treatment and monitoring. Following the accident, the relevant departments in Liaoyang City immediately activated their emergency response plans, with agencies such as fire services, emergency management, and environmental protection rushing to the scene to handle the situation. Firefighters diluted the area affected by the leak to reduce toxicity and prevent volatile gases from causing secondary disasters ； The emergency management department is responsible for maintaining order at the scene and evacuating people in the surrounding area ； The environmental protection department conducts real-time monitoring of the surrounding environment to ensure environmental safety. By 22:00 that night, the leakage at the scene had been effectively controlled, the concentration of volatile gases had dropped to safe levels, and the surrounding environment had not suffered significant contamination. Preliminary investigations indicate that the direct cause of the accident was improper operation by the operator, who failed to strictly control the opening degree of the sampling valve in accordance with the operating procedures during sampling. At the same time, there are gaps in the implementation of workshop safety management systems, and regular safety training is insufficient, resulting in a weak safety awareness among operators who are unable to properly handle emergencies that arise during sampling. Subsequently, an accident investigation team will be established to conduct a thorough and in-depth investigation into the causes of the accident and the determination of responsibilities, and to take severe action against those responsible in accordance with laws and regulations. To prevent similar accidents from occurring again, the Liaoyang Emergency Management Bureau has ordered Liaoyang JH Fine Chemicals Company to suspend all operations for rectification, carry out thorough inspections and improvements to address safety hazards, strengthen safety training for employees, and improve safety management systems. At the same time, Liaoyang City will carry out special safety inspections of hazardous chemical manufacturing enterprises across the city, further strengthen safety supervision, enforce the primary responsibilities of these enterprises, and effectively safeguard the lives and property of the people as well as social stability.
