Pre-planning public notice for the Daqing catalyst production base project for the value-added utilization of 500 tons of olefins per year

On July 17, the pre-approval public notice for the project to establish a catalyst production base for the high-value utilization of olefins was released. The catalyst production base project for the high-value utilization of olefins is located in the Xinghua Chemical Industry Park of the High-Tech Zone, bordered by Xingsheng Road to the north, Huagong Road to the east, and Haiding New Materials Co., Ltd. to the south. The construction entity (individual) is Daqing Elfa New Materials Technology Co., Ltd. In 2024, Daqing Elfa New Materials Technology Co., Ltd., a wholly-owned subsidiary of Wulong Industrial Co., Ltd., invested 100 million yuan to start construction; the plant’s capacity is 500 tons per year. This project is an important supporting initiative in CNPC’s field of new α-olefin materials; it can help optimize the structure of the petrochemical industry and foster the development of new forms of productive capacity. In the Xinghua Industrial Park, construction at all sites related to the catalyst production facility for the high-value utilization of olefins is in full swing. Ma Deqiang, deputy manager of Daqing Longhua Construction and Installation Co., Ltd., said that over 40% of the total work has already been completed, and efforts are being made to accelerate the preparation of materials. The project construction includes: a 300-ton/year catalyst for 1-hexene ； 160 tons/year 1-octene catalyst ； 40 tons/year 1-butene catalyst. Daqing Wulong Industrial Co., Ltd. is a state-owned enterprise under district control; Daqing Petrochemical Branch of China National Petroleum Corporation holds 49% of its shares, while the State-owned Assets Supervision and Administration Commission of Longfeng District holds 51%. Zhao Hui, deputy manager of the catalyst production base project for the high-value utilization of olefins, explained that the technology originates from the Daqing Chemical Research Center. The catalysts produced at this base are used in key stages of the polyolefin production process; they help ensure the quality of plastic production and significantly reduce the costs associated with catalyst production as well as polyolefin manufacturing in China.
