What are good methods for sealing underwater bearings?

There is a device in which the guide roller is submerged in water at a depth of about 1 meter; the space around the shaft head is approximately 120 mm. After installing the bearings, the sealing effect is poor, and water gets into the bearings, causing the lubricant to deteriorate and resulting in damage to the bearings. The current sealing method is a skeleton oil seal made of NBR material. Does anyone have any good recommendations for sealing methods, or any ideas they’d like to share?
Just a thought – could it be changed to a water bearing? It’s just an idea; I don’t know if it can be realized.
