It should be a locking mechanism, nicknamed “Qianjin”; P
The picture seems to be related to the turning of reciprocating machine disks, but it’s not entirely clear what exactly is being done. It would be helpful to have more detailed images, so as to determine what type of disk-turning mechanism is being used
