The air flow direction of the air-cooled fan is opposite on both sides

During the operation of a rebuilt air-cooled fan, the airflow direction is different on the two sides: under normal conditions, the air should flow upward, but in this case half of the fans have airflow directed upward while the other half has it directed downward. We have checked and found that there are no loose screws on the blades, the blade angle is 10 degrees, the motor is rotating in the correct direction, there are no leaks on either side of the fan casing, and the upper ducting allows good light passage with no signs of blockage. Could anyone help me think of other possible causes? Thank you

There should be two fans, one in operation and the other shut down.
