The designer actually designed it to be connected in series. The cold water enters the first condenser, exchanges and heats up, and then continues to enter the second condenser. . .

You can try to change the secondary cooling inlet water to on-site cold water as the poster said. If it still does not meet the requirements, then the original equipment design will be useless, and it is recommended to replace it all.
This configuration is not uncommon for countercurrent heat exchange. It may be a design problem or other factors.
Try increasing the water volume or cleaning the heat exchanger.
