Superheater section of high-pressure heater

Is the superheating section of the power plant’s high-pressure heater a fully enclosed structure? By how much should the steam at the outlet of the superheated steam cooling section be higher than the wall temperature of the heat exchange tubes?
Also, in practical engineering, what methods are used to calculate the pressure drop in the superheating section and the hydrophobic cooling section more accurately?
