How can pressure vessel relocation be carried out for vessels that have been deregistered?

An existing heat exchanger has been reused; the cancellation procedures for it as a pressure vessel have already been completed. It is now being used as a pressure vessel, and I would like to ask how to proceed in this situation. According to the TSG 08-2017 Regulations on the Use and Management of Special Equipment, equipment that has been scrapped cannot be relocated or modified. The decommissioned pressure vessel wasn’t scrapped, right?
It depends on whether it’s worth it. If it’s to be used again, a thorough re-inspection and testing are required, along with many administrative procedures; it’s probably better to just build a new one.
