Problems with the renovation of organic heat carrier boilers (O_O)?

Hello everyone, I have a question that I haven’t been able to figure out. In our industry, it’s common to use boiler units that already come complete with all necessary components – including air outlets and oil in/out ports. To these ports, tanks, oil-gas separators, pipes are welded on, along with pumps and burners; this results in a complete unit capable of providing a constant temperature for connected equipment. I would like to ask whether it is illegal to modify such boiler units without having the necessary permits What would happen if something went wrong? (For example, the solenoid valve at the burner inlet gets clogged by debris, resulting in a detonation.)

The modification of special equipment must be carried out by qualified units.
Modifying non-compressed components should be fine; however, if it’s a compressed component, inspection is definitely required
Organic heat carrier boilers are special types of equipment, and qualified units should be sought for modifications. And go to the quality inspection department to complete the procedures.
Just have a qualified design firm prepare the renovation plans, right?
Unless it’s below 100KW, it’s considered a violation; if nothing happens, I’ve heard the penalty is 100,000 yuan, but if an accident occurs, then… . .
