How are pressure vessel equipment using composite panels calculated?

For composite panels with a carbon steel core and a stainless steel lining, how should this be calculated? Should the lining layer be taken into account, or is it not considered?
The lining layer is generally not included; if the lining layer is to be considered, refer to Article 4.4.3 of GB150.1.2011
The lamination is only used to prevent corrosion and is not taken into account in strength calculations.
