Storage tank maintenance – internal floating disk

A 5000 m3 methanol storage tank is planned to be equipped with emergency shut-off valves at the inlet and outlet ends. We do not have information regarding the internal floating disk; we are wondering whether, during maintenance when the tank needs to be emptied, it is possible for the internal floating disk to fall to the bottom. What issues need to be noted in this process? I earnestly ask the experienced experts and masters for their guidance.
It shouldn’t happen; there are pillars under the inner floating disk, and generally, the height of these pillars is around 1.8 meters.
It won’t settle; there should be pillars under the floating platform~
Shouldn’t the emergency shut-off valve be installed between the secondary valve and the root valve?
