Is a jacketed reactor with DN2000 and PN1.6 (MPa) required to have a pressure vessel flange?

The nominal diameter of the inner cylinder of the jacketed reactor is 2000, and its nominal pressure is 1.6 MPa. It is equipped with suitable container flanges, but the mass of it is not very different from the total mass of the inner cylinder and the jacket cylinder. Is it still necessary to use flanges for connecting the inner cylinder and the head?
It mainly depends on the structure; if it’s suitable to have manholes, flanges are not necessary.
Check whether it’s possible to enter and exit through the manhole while stirring; if not, adding two flanges will facilitate maintenance and replacement of the stirrer
