In HG20585-2011, the section on low temperature and low stress specifies the requirements for flat heads and flat covers in 5.0.2: What does the \"maximum allowable pressure\" referred to here mean? Please give me some guidance.

Once the thickness of components such as flat heads, flat covers, tube sheets, and flanges is determined, the maximum allowable pressure at a certain design temperature is essentially fixed as well. Maximum allowable pressure, that is, the maximum permissible operating pressure.
In other words, is it the maximum operating pressure calculated based on the effective thickness at the design temperature?

Experts from the Evaluation Committee say that conditions of low temperature and low stress are extremely rare, and standards will exclude design considerations for such situations.
Is it reliable? I wonder when the standards can be revised?
