Is the natural gas boiler for the boiler handled by the property owner?
The installation unit shall handle it at the local special inspection institute. The owner side will provide cooperation.
Will the installation unit handle it? The situation now is that it has been transferred, but the procedures have not been completed and need to be carried out again. How is this kind of situation usually handled?
Is the settlement done? If not, settle the payment after it’s completed; this is part of the work scope of the installation team. Furthermore, there are no records of the construction process (welder’s logs, welding records, pressure testing records, etc.), nor any inspection and evaluation records signed by the supervisor, and so on. What you’re saying is inaccurate. After the installation unit has completed the construction and the work has passed inspection, it proceeds to obtain the supervision and inspection report. Obtaining a use registration certificate is the legal responsibility of the user entity, and it has nothing to do with the installation party or the owner. So, as required, the using unit must take the inspection report along with some of its own documents, stamp them, and go to the Quality Supervision Bureau to handle the matter.
Isn’t the certification for pressure pipelines just the “inspection report”?
The evidence collection is the responsibility of the owner, who must use the supervision and inspection report provided by the construction company; moreover, only the owner has access to the account used for making such submissions

The inspection report is issued by the testing agency and is intended for the installation company. The usage registration certificate is issued by the supervisory authority and is intended for the using entity. The original poster is talking about certificates, but it doesn’t seem clear. It is unknown whether what the installation unit hands over are the construction documents or the inspection reports. It needs to be decided by the original poster themselves.
