Why can’t SBCAD be loaded in the PCCAD2008 Win7 system?

On the PCCAD2008 system with Windows 7, it’s not possible to load SBCAD – drawing storage tanks is much easier in SBCAD. I used to use XP, but now that my computer is running Windows 7, there is no menu bar when trying to load SBCAD. I was wondering if anyone on the forum has used SBCAD; please give me some advice. Thank you! ! ! !
