Qualification issues for non-destructive testing personnel

There is an A2-class pressure vessel manufacturing company that has two RTII-level personnel; according to the licensing requirements, the RT tasks need to be subcontracted. The question is: if the unit manufactures products that are Class I, II, Division D pressure vessels, can RT handle this work itself without subcontracting it?
1. What are the products manufactured as Class I, II, Division D pressure vessels? 2. Possess the appropriate qualifications for non-destructive testing, and carry out work within the scope covered by those qualifications

I didn’t express myself clearly enough; manufacturing units of Class A can’t all produce products that are Category III containers, right? There are many products of Categories I and II in the general regulations.
Do cars need to follow traffic rules on highways where there are many vehicles and good road conditions, but not need to follow them in rural areas where there are few vehicles and poor road conditions?

It seems that the classification for pressure vessels is applied on a case-by-case basis; applying for a high-pressure category does not mean it covers low-pressure categories as well
