Storage tank skirt issues

Can a DN7000*7000 oil tank use a skirt? Or in the form of column legs?
The tank does not have a flat bottom; it has a bottom seal at the lower end
How to make the bottom of a tank, which has an elliptical head, flat?
If legs are used, the number might be a bit higher!
A skirt seat can be used, or a supported seat will work as well.
There’s no problem with the skirt seat support; 7 meters in diameter isn’t that large.
I’ve never seen or experienced one that’s 7 meters long
The height-to-diameter ratio is 1:1; using a skirt base seems a bit wasteful of material!
