I would like to ask the experts: for a DN900 tank made of S30408 material, operating under normal temperature and pressure and containing waste liquid, is a 4mm thick plate sufficient? I’ve never worked with thin containers before; I hope someone with experience can share some tips.

There’s no problem at all. We can achieve a diameter of 2700 mm; with a thickness of 5 mm, and by strengthening the areas where the stress is high, that will suffice. Since your container is small, no strengthening is necessary.
I don’t think there’s any problem; if mixing is involved, one needs to consider the support for the mixing reducer.
