Issues regarding the signing of design and construction drawings for pressure vessels

Today, someone suddenly said that when signing the design and construction drawings for pressure vessels, the reviewer should only sign the overall layout drawings and not the drawings of individual components. I have been working on pressure vessel design for nearly 10 years, and throughout this time, both the overall layout drawings and the detailed component drawings have required three levels of approval: design, verification, and review. When someone said that suddenly, I really wasn’t prepared for it. I looked for relevant standards and guidelines to back it up, but couldn’t find any. According to the Solid and Liquid Waste Regulations, the design layout requires signatures at a minimum of 3 levels. It wasn’t said that part drawings are also needed. So it’s fine to sign only the general plan.
Mm-hmm, thank you. I know this one. My understanding of this point is that it is merely a emphasis on the overall layout, and it is essential. It doesn’t mean that component diagrams and part drawings are not needed either.

The system documents may vary from company to company; in our company, drawings at the overall layout and component level require three levels of approval, while part drawings require two levels of approval.
That makes sense; this should be related to the regulations on design quality systems in various organizations.
Right? Whether we are subject to Ronggui’s supervision or not, the overall design drawings require level 4 approval, while the part drawings and component drawings require level 3 approval. So when someone suddenly asked me, I really can’t explain the basis for it.

For ordinary components, only level 2 is signed
In my opinion, if the design layout already includes the specifications and materials of all compressed components, then only a third-level approval for that design layout is required. If there are unspecified stressed components that need to be clarified in the part drawing, especially when it comes to important design information such as special manufacturing requirements, heat treatment, non-destructive testing proportions, and welding joint factors, then such a part drawing should have the same approval level as the assembly drawing.
