The owner says that the actual working pressure is greater than what was designed. To change the working pressure, is it necessary to redraw the drawings, or is a change order sufficient?

As long as the working pressure is not higher than the design pressure, there is no problem under normal circumstances, unless it exceeds the design pressure.
Why? Could you please provide which standard it is?

This will definitely need to be redrawn; for example, the thickness of the cylinder, the width and thickness of the equipment flanges, as well as the number of bolts can all change. The differences are particularly significant in cylinders with large diameters.
