Does external half-pipe heating of a reaction kettle fall under the category of pressure vessels?

It is a 50L stainless steel reactor with constant pressure inside; steam is used for heating via DN25 semi-tubes on the outside, and the design pressure of these semi-tubes is 1.6 MPa. Does this equipment qualify as a pressure vessel, according to experts?
Unregulated Class I pressure vessels.
When the working pressure inside the kettle is less than 0.1 Mpa (gauge pressure), it is not considered a pressure vessel nor a special equipment. If the inner diameter of the half-pipe is less than 150 mm, it also does not fall under the category of special equipment.
The large capacity specifications clearly state the range; just compare them to find out.
