I have a question regarding fasteners: does Dacromet treatment reduce strength?

For aesthetic reasons, the customer requested that the equipment flanges be equipped with studs made of 35CrMoA treated with Dacromet. During the hydraulic testing by our workshop workers, it was found that the seals wouldn’t hold, and excessive force even broke several of them. We sent the studs for tensile testing and found that their strength was much lower than the standard. Is it a problem with the quality of the studs we purchased, or does the Dacromet treatment reduce strength? I checked, and Dacromet treatment requires baking at around 300°C.
Dacromet treatment is not just for aesthetic purposes; it doesn’t matter the size of the flange, and hydraulic tensioning can be used as a method of fastening. For pipe flanges, Dacromet treatment is generally acceptable
