Pressure retention issue in jacketed vessels

Calculation results for the jacketed vessel: During the jacket hydraulic test, the inner cylinder needs to be pressurized to 0.04 MPa; the allowable external pressure for the inner cylinder is 0.51 MPa, while the external test pressure is -0.7 MPa. Is there any relationship between these three? The allowable external pressure indicated on 150 must be greater than the calculated pressure, but how is this pressure holding value determined?
During the jacket hydrostatic test, the inner cylinder must be pressurized to 0.04 MPa, as specified in GB/T 18442 standard
I consulted other experts, who explained that under pressure testing conditions (i.e., at normal temperature), the holding pressure value equals the test pressure minus the allowable external pressure at normal temperature
Try to adjust the thickness of the inner cylinder or reinforce it; it is better to avoid performing jacket pressure testing while the inner cylinder is under pressure.
I’ve learned it.* However, in previous cases with such situations, the wall thickness was increased or reinforcements were added to avoid performing a jacket hydrostatic test while maintaining pressure inside the inner cylinder
Given the conditions, the choice of design parameters is questionable!
