Issue of the diameter of semi-tube jacket equipment

Regarding the calculations for semi-circular tube jackets in HG/T 20582, there is a provision stating that it applies to equipment with diameters ranging from 760 to 4300. Where does the value of 760 come from? For containers with a diameter of less than 760, the standard calculation methods are no longer applicable. So how does one determine the reliability of the semi-tube jacket?
It’s very likely that it was copied from abroad; 30"~170"
If it’s even smaller, just add a jacket outside the cylinder; manufacturing a semi-tube jacket is quite troublesome.
