Notice from the Special Equipment Bureau of the State Administration for Market Regulation on Conducting Supervisory Spot Checks on Administrative Licenses for Special Equipment in 2019. To the market regulation bureaus (departments, commissions) of all provinces, autonomous regions, and municipalities directly under the Central Government: In order to ensure supervision over entities that have obtained administrative licenses for special equipment as well as the agencies entrusted with related tasks, to guarantee that they continue to meet the requirements set forth for such licenses or mandates, to urge them to maintain high standards in product and work quality, and to strengthen the role of evaluation and assessment during the administrative licensing process, our bureau has decided to carry out supervisory spot checks on administrative licenses for special equipment in 2019. The relevant matters are notified as follows: 1. Sampling method: The supervision and sampling inspections for administrative licensing in this instance will be carried out using the following approach: (1) Supervision and sampling inspections of certified entities: Focusing on the operation of the quality system, the quality of work (products), and available resources, these inspections are conducted on certified manufacturing units and testing and inspection institutions (hereinafter referred to as post-certification supervision and sampling inspections). 　　(II) Quality supervision spot checks for appraisal and evaluation: Focusing on the quality of appraisal and evaluation work, these spot checks are conducted on appraisal and evaluation agencies as well as entities applying for administrative permits for special equipment, after the evaluation process but before the issuance of permits. 　　To ensure the effective conduct of supervision and random inspections, our bureau has entrusted the China Special Equipment Inspection Association with the task of carrying out such inspections after certification ； The China Special Equipment Safety and Energy Conservation Promotion Association is entrusted to organize and carry out quality supervision and random inspection tasks for the appraisal and evaluation. In accordance with the relevant requirements set out in the Notice of the State Administration for Market Regulation on Comprehensively Promoting the \"Double Random, One Public\" Supervision Mechanism (Guo Shi Jian Xin [2019] No. 38), the supervised random inspections of special equipment manufacturing units and inspection and testing institutions continue to be carried out using the \"double random\" approach ； For the quality supervision spot checks in the appraisal review, a sampling method that combines targeted spot checks with \"randomized dual selection\" spot checks is employed. 　　II. Subjects of the random inspection The focus of this random inspection is on the problems and weaknesses identified in tasks such as letters and visits, complaints and reports, as well as routine supervision, inspections, appraisal evaluations, and licensing approvals. Taking into account the results of the supervision and random inspections from the previous year, units responsible for the production of special equipment that are licensed by the General Administration, inspection and testing institutions, and appraisal evaluation agencies commissioned for such tasks are selected for inspection. 　　III. Random inspection period: August to November 2019. 　　IV. Composition of the Inspection Team When the China Special Equipment Safety and Energy Conservation Promotion Association and the China Special Equipment Inspection Association carry out supervised inspections, the members of the inspection team will be selected from relevant safety supervision agencies, inspection and testing institutions, and related associations; we request support from all relevant organizations. At the same time, please ask the relevant provincial and municipal safety inspection agencies to coordinate and assign certified safety inspectors to the site to assist with the random inspections, so that any violations detected can be promptly documented and addressed. 　　V. Arrangements for random inspections The specific entities to be inspected and the dates of the inspections will be notified to the provincial safety supervision agencies in the locations of those entities 3 days before the arrival of the inspection team; the units to be inspected will not be informed in advance. 　　VI.
