Special equipment production license obtained: Pressure pipeline components, seamless fittings of grades A(1), A(3), and B. The type tests conducted were on elbows and tees made of P91 material with dimensions of 89*5 and 426*14. Regarding the 20G 219*25 elbows supplied by our company at present, the special inspection agency at the production site believes that our company’s type test reports do not cover such elbows, and has requested that they be returned. Are their demands legal? Which standard specifies this?

A manufacturing license shows that you have the capability to produce such products; it does not mean that your manufacturing license is illegal. The type test only needs to include the product specifications you have provided.
When obtaining a license, the type tests are conducted to meet the requirements for certification. The certified instructors have also never said that type testing is required to cover all products manufactured. Our understanding is that products within the scope of the license can all be manufactured. Otherwise, what’s the point of having this license scope?
What is the basis for requesting the special inspection agency to provide information that is not covered by the type test report? Provide the basis for your coverage! Talk to them about it
Obtaining a manufacturing license does not mean that all pipe fittings can be produced; type tests are required to verify the manufacturing process before production is possible. Type testing is similar to welding procedure qualification; it has a certain scope of coverage, and tests that fall outside this scope require re-performing type testing
