Professional requirements for the person responsible for welding pressure vessels

According to the requirements of TSG07-2019, the person responsible for welding pressure vessels should have an educational background in welding or a related field such as materials science or mechanical engineering. What does this mean? I have asked some people about it, and some say that the person in charge of welding must have a degree in welding or in materials forming and control engineering; a degree in mechanical engineering is not sufficient. So what exactly is meant by an educational background in a related field such as materials science or mechanical engineering? Can someone with a degree in mechanical engineering work as a welding supervisor?
Both materials and mechanical engineering majors are acceptable

In cases related to welding – such as those in materials science or mechanical engineering – when my friend’s company underwent an assessment, the experts insisted that expertise in welding as well as in material forming and control engineering was required; knowledge in mechanical engineering was not sufficient.

What is referred to here is material forming and control engineering, as many universities no longer offer a welding major at the undergraduate level; instead, they have replaced it with material forming and control engineering (Jiangsu University of Science and Technology still offers both a welding major and a degree in material forming and control engineering).
The rules are not clearly stated here, so disagreements are inevitable when conducting reviews. Which fields related to welding are there in materials and mechanical engineering majors?

I know that in Hebei Province, a degree in welding or material forming is required – those in process equipment-related fields are not accepted, let alone those in mechanical engineering
