When using composite panels as test pieces for products, how should samples be taken for bending tests?

Composite plate Q245R+S30403, thickness 10+3. How are samples taken for tensile specimens, bending specimens, and impact specimens? If the coating is not considered in the strength calculation, only the base layer is used for the tensile specimen. For bending, the impact should also consider only the base layer.
Do you still need to strip it? A direct composite panel will do
For 10+3, can lateral bending be used as a substitute for facial and dorsal bending?
Is a heat-affected zone considered for composite plate impact testing as well?
