What is the standard basis that specifies piping work can only be carried out after the secondary grouting of the equipment is completed?

I’d like to ask for your advice gently – I only know that, whether it’s moving equipment or stationary equipment, piping work on the equipment can only be carried out after secondary grouting is completed during the installation process. But where is its basis? Could someone tell me whether this requirement is specified in the equipment standards or in the piping standards? Thank you first! ! ! !
Take a look at GBT 50235 – different devices have different requirements
Piping can be done even before the equipment is installed; just wait until the last connection to be welded at the end
After leveling and alignment, secondary grouting is carried out; without this secondary grouting, the equipment cannot be considered properly fixed

The guidelines state that piping can be installed once the equipment has been aligned and secured; in my opinion, this does not mean that piping installation is only possible after secondary grouting is completed. Moving equipment requires high standards for pipeline connections; if time permits, it is better to carry out secondary grouting before installing the pipelines. For stationary equipment, piping can be installed after the foundation bolts have been grouted and tightened. When the anchor bolts are embedded, pipe installation can be carried out after alignment and bolt tightening are completed.
I share your view. But where can one find the standard basis for this view?
