Why are several rows of nuts welded to the skirt base?

The equipment is a steam condensate tank, and the drawings indicate that nuts need to be welded on the skirt – what is the reason for this?
It might be used to tighten screws and provide insulation support
It is used for installing insulation/thermal insulation/fireproof layers
The nuts or orifice plates welded to the skirt serve to secure the fireproof layer

Fix the insulation material, pass the wire through the bolt holes and tie it around the rock wool
Nuts are used to secure the wire mesh, which in turn fixes the fireproof material
