Such a phenomenon may be caused by external damage during maintenance. Judging from their appearance, these three tubes can be welded around their perimeters on the outside of the tube sheet and then used again.
It is better to use straight tubes; in the case of exchangers with fixed tube sheets, it is not possible to remove the heat exchange tubes when replacement is needed, which prevents the installation of new tubes.
