Is heat treatment required after cold bending of 10# steel U-tubes?

The design specifications do not require stress-relief heat treatment for the 10# steel U-tubes after bending (cold bending), but GB151 stipulates that for U-shaped heat exchange tubes made of carbon steel or low-alloy steel, the bent sections as well as at least 150 mm of the tube length must undergo heat treatment when stress corrosion resistance is required or when residual stresses need to be eliminated. Is this something that needs to be done or not?

Based on this calculation, only a few internal teams need to work on it
