Issues regarding the cost of storage, transportation, and inspection tank racks

For large LPG tanks with a capacity of 5,000 cubic meters or more, the cost associated with setting up scaffolding (both inside and outside) alone for inspection is extremely high. Is there any better way to reduce these costs?
There’s no good solution other than to communicate thoroughly with the construction team responsible for the inspections and those in charge of setting up the scaffolding, in order to optimize the layout of the scaffolding as much as possible; however, it’s unlikely that much money can be saved in this way.

The tank is filled with water, and then the water is slowly drained as required – is it feasible to work inside using a small kayak?
The idea for the 4th floor is bold and innovative, with low costs; I’m not sure if it’s feasible
