When calculating the mass of a hydrorefining reactor, which mass should the catalyst be included in?

Bro, when talking about the quality of the packing in a packed tower, does it refer only to the quality of packing materials like grills, or does it also include the quality of the catalysts used in the equipment?
I’m not quite sure; the grid can be considered an internal component, while the catalyst could be regarded as a filler
