How should this be understood?

The TSG 07-2019 licensing regulations state that boilers with Class A licensing qualifications are those for steam and hot water with a rated outlet pressure of more than 2.5 Mpa. The boiler standard TSG G0001-2012 specifies that the rated pressure P of Class A boilers is greater than or equal to 3.8 MPa. How should this be understood? Does that mean that if I install a boiler with a rated outlet pressure of 3.0 MPa on-site and obtain Class A certification, I will be able to install all types of boilers thereafter? Please ask an expert for guidance.

My personal understanding is that boiler regulations are the professional technical standards for boilers, and the technical parameters should be based on these regulations.
In accordance with the regulations on licensing for special equipment manufacturing and filling units as well as the rules for the safety supervision of boilers, these two standards have different objectives and scopes of application, but this does not cause any interference.
1. The person in charge should first check whether they have used the technical specifications incorrectly. 2. In the event of any discrepancies, the newer version should not be applied; both technical specifications have equal legal validity and must be enforced strictly.
