Calculation problems for buried horizontal storage tanks

I would like to ask everyone: There is a buried storage tank designed for an internal pressure of 0.13 Mpa. Should the external pressure generated upon burial be taken into consideration? If so, how should this external pressure value be calculated? In SW, is the calculation based on the external pressure or on the internal pressure?
