Problems with the strainer filter

I’m asking the experts here: what is the purpose of the vent hole at the top and the vent valve at the bottom of the strainer? ?
The top of the safety filter is equipped with an exhaust valve to allow air to escape from within the filter, while the drain valve at the bottom enables the water inside to be drained.
Is the lower drain valve mainly designed to empty the water inside during maintenance? What is the purpose of the upper air vent? Please give some guidance
The lower drain valve is used for emptying the tank, while the upper vent valve needs to be opened when the equipment is put into use for the first time or after maintenance that involves replacing the filter element and results in the tank being emptied, in order to ensure that the tank is filled with liquid and free of air.
