Questions regarding clause 6.1.3 in GB/T150.3-2011 for the calculation of non-ferrous metal vessels

Recently, at work, I encountered a problem related to the calculations for strengthening holes in aluminum pressure vessels. If the nozzles of aluminum vessels smaller than 89 meet the requirements specified in clause 6.1.3 of GB150.3, can the need for such calculations be waived? I’m seeking help from experts to resolve my doubts
For aluminum vessels with nozzles smaller than 89, the calculation can be waived if they meet the requirements of clause 6.1.3 in GB150.3. However, this is subject to the condition that the strength calculation is satisfactory.
It’s the same as not saying anything at all; they look for reasons for exemption only because they don’t want to calculate it. If they wanted to calculate it, why would they look for such reasons!
It means that the internal pressure calculation must be successful first in order to be exempt from further calculations
