Article 33: The user of special equipment shall, prior to the putting into use of such equipment or within 30 days thereafter, register its use with the department responsible for the safety supervision and management of special equipment in order to obtain a registration certificate. The registration mark shall be placed in a prominent position on such special equipment. Interpretation of the provision: This article deals with the regulations regarding the registration of the use of special equipment. 1. Special equipment must undergo registration for use within 30 days prior to its deployment or after it has been put into use. Implementing a registration system for the use of special equipment is an important part of the safety supervision and management system; it facilitates the management and oversight of such equipment. However, the form and nature of this registration differ from those of administrative permits. Through registration, it is possible to prevent specially designed, illegally manufactured, or improperly installed special equipment from being put into use. Additionally, a database of such equipment can be established, enabling safety supervision authorities to understand the operating conditions of the entities that use these devices, establish connections, keep track of the situation, and thus carry out their duties more effectively. When registering special equipment, the user entity must submit, in accordance with the requirements of safety technical specifications, relevant documents and information related to the special equipment to the department responsible for the supervision and management of such equipment, as well as details regarding the organization and personnel in charge of its operation, the certified operators, and the establishment of various rules and regulations. Additionally, a registration form for the use of special equipment must be filled out, along with the product data sheet. Only those that meet the requirements can be registered. After registration, the user unit of special equipment obtains a use registration certificate. The safety supervision and management department responsible for the use of registered special equipment shall establish data archives and utilize information technology to create a database of such equipment. Taking practical circumstances into account, this law allows the using entity to complete the registration procedures within 30 days of use, provided that the construction process has been approved by an inspection agency. II. The registration mark shall be placed in a prominent position on the equipment. After the special equipment is registered for use, the department responsible for the safety supervision and management of such equipment shall issue a certification document confirming the registration of its use. Using a registration mark includes using a registration certificate or the registration number specified in such a certificate. The entity using special equipment shall place such certification documents in a prominent location on the equipment; for example, in the case of boilers, they can be placed on the inner wall of the boiler room ； The pressure vessel can be placed near the nameplate of the unit ； The elevator can be placed inside the car. It is also possible to use the registration number in a prominent location, such as near the nameplate on the pressure vessel body. The use registration mark should be used in conjunction with the inspection approval mark to prove that the equipment can be used legally. Placed in a prominent position, it can remind the user (passenger) that it can be used safely within its valid period. It serves as a reminder for the user ； At the same time, it serves as a notice to the safety supervision and management authorities to inform them whether the use of such equipment is legal.
