Strengthen the supervision and inspection of the promotion, implementation of institutional theory*, and improve the ability to manage enterprises in accordance with laws and regulations. Safety measures must be properly implemented; these measures are the foundation of safety. It is necessary to strengthen the management of safety technical measures and make full use of engineering and technical means to eliminate unsafe factors related to objects. Strengthen the management of safety technologies; the main technical supervisors must genuinely assume responsibility for making technical decisions and providing command in matters related to safe production. Intensify efforts to develop Anhui through technology, and accelerate the replacement of manual labor with machinery, the reduction of workforce needs through automation, and the empowerment brought about by information technology. Strive to ensure the implementation of safety measures, with strict supervision throughout the entire process and accountability across the whole cycle. Effective and rigorous training must be provided; inadequate training represents the greatest safety hazard. It is necessary to standardize training requirements, making effective and mandatory training a prerequisite for gaining access to the profession. Actively explore and promote more scientific safety education and training models to enhance the relevance and effectiveness of such training. Strengthen the dissemination of warnings based on lessons learned from accidents, thoroughly investigate the root causes of such accidents, take strict measures to prevent similar accidents from occurring again or repeatedly, and effectively control the incidence of common and frequent diseases. The construction of a safety culture is well-established; the safety culture is the most important aspect of corporate culture development.
