Does Zhejiang Province also include truck cranes within the scope of safety supervision for special equipment?

Wasn’t the 2014 list of special equipment supposed to exclude truck cranes (Figure 1)? Then why do all the truck crane operators at my construction site have certificates for operating special equipment?

The first image shows a truck crane with two cockpits; the front outriggers are of the vehicle type and located in the middle of the chassis, so it falls outside the scope of regulations applicable to special equipment. The second image is rather strange – it shows a cab with legs; I think it’s a tire crane, which falls under the category of special equipment. This is debatable; other students, share your views
Just take a look at the catalog of special equipment – those with a cab and those without one are different
It has separate loading and unloading areas (with two cab sections); it is no longer classified as special equipment. We are involved in petrochemical installation work, but crane operators for both vehicles are required to have valid licenses! But truck cranes don’t need to be inspected annually like forklifts! There’s no reason!
