I’m using Microsoft’s built-in browser; I wonder if that is related to the issue. Has anyone else run into this problem, and how did they solve it?
There is a reason indicated for anything that cannot be downloaded. If there is no such indication yet the file still cannot be downloaded, you can share the address of that file or send it to the administrator for inspection

Following the steps you provided should resolve the download issue. If the problem persists after turning off Microsoft Defender Smartscreen, it is recommended to check the network settings or contact the website administrator for assistance. .
As a supplementary note, using the method mentioned above can provide a “temporary” solution: downloads are possible on the day of the modification, but tomorrow or after restarting, the browser reverts to its original settings and downloads stop working. When a download is needed, the modifications have to be done again. Previously, I shared this method hastily just because it worked well on the same day, without being thorough enough; there was a flaw in it :( Today, I’m fixing that flaw. As for a permanent solution, I leave it for those who are interested to explore further. I hope they can find it, so that everyone can avoid wasting time learning*, as well as avoiding waste of resources within the group :)
