Can the manhole on the storage tank be changed to a quick-opening type manhole?

The facility has several stainless steel storage tanks, which are classified as Category I containers. Due to the properties of the materials stored in them, it is often necessary to open these tanks to remove blockages, and each such operation takes a considerable amount of time. I would like to ask the experienced colleagues: can a manhole of this type on a pressure vessel be replaced with a quick-opening manhole? Where can I find the relevant regulations to consult? How should I put it… I believe that when people post questions on forums, it’s because they can’t find any solutions on their own and are genuinely seeking help from others. Therefore, if one answers, they should provide a clear answer or at least point out a definite direction for solving the problem. Answers that are vague or ambiguous just elicit a “meh” reaction. :)
Please refer to the standards HG/T21600 and 21603-2014 for stainless steel manholes, as well as the standards for quick-opening manholes. If they meet the required conditions, they can be used directly; otherwise, you can create your own designs by referring to these standards. Of course, if the medium is relatively dangerous and highly permeable, quick-opening manholes are not recommended.
There is also the HG/T21597-2014 quick-opening stainless steel manhole with a revolving arch cover. If it’s to be made entirely of stainless steel, design it yourself.
If the medium is non-explosive and the manhole can withstand the design pressure of the equipment, I think it should be fine.
It’s possible; there are quick-acting blind flanges available, but you need qualified operators with the necessary licenses, and inspection records must be kept on a monthly basis.
It’s okay to use a quick-opening manhole; it is recommended that it be located on the top of the tank
